开发的report services 的rdl报表不能下载

大家好，我碰到了一个问题，请帮我解决：
我在vs stduio 里开发了 report services 的rdl报表，可以run，但在deploy 时候有下面错误，请帮我看看吧：

路径下有三个 *.config 文件，rsreportserver.config；rssrvpolicy.config；web.config ，我改哪一个呢？
在文件里我怎么改呢？或者说改哪个参数？？
